Tertiary elan law and instrumentation

As part of the energy transition law, the state has put in place several strong incentive schemes, which aim to reduce the energy consumption of tertiary buildings by:
• 40% by 2030
• 50% by 2040
• 60% by 2050
Why ?
It's very simple: the tertiary sector represents 1/4 of the built surfaces in France, 1/3 of energy consumption and 30% of CO2 emissions.
If France wants to achieve these objectives, the emphasis will have to be on renovating buildings.
But there is something else. The Elan law will impose 2 things on operators, from this year 2020:
• Annual reporting of energy consumption, as well as the building area and type of activity on an online platform called OPERAT. Control methods and sanctions will be put in place in the event of non-reporting of information.
• The obligation to renovate. A reference year will have to be defined by the operators, from 2010, and which will set the consumption objectives according to the 3 periods mentioned at the beginning of the article.
There are many ways to bring this kind of information back. Apart from the purely regulatory aspect, instrumenting a building, i.e. equipping it with sensors to measure environmental data (CO2, temperature, electricity consumption, etc.), will allow you to obtain important information to find out what are the main areas for improving the energy performance of the building. This will also allow you to have a basis for the calculation before / after work and the estimation of the real gain in kWh and in euros. And in the same way for the calculation of the ROI.
